Kyrgyzstan: ex-General Director of state energy company was detained for extortion of bribe

A businessman contacted the Financial Police and reported that the Director of Osh Electro, Dyikanbai Daminov, was extorting money from him. In particular, the official demanded a kickback in the amount of $ 11.8 thousand for assistance in repaying the debt of the state company to the entrepreneur.

It was found that the entrepreneur applied to Osh Electro with a demand to pay off the debt in the amount of $ 70.7 thousand (6 million KGS) for the work performed earlier on the won tender. In response, the Director of the state energy company put forward a demand to transfer $ 11.8 thousand (1 million KGS) to his personal bank account for assistance in resolving the issue.

“On January 20 of this year, upon extortion of a bribe on an especially large scale, the former General Director of Osh Electro, Dyikanbai Daminov, was detained and placed in a temporary detention center of the Main Department of Internal Affairs of Bishkek,” the Financial Police informs.

This fact was registered in the Unified Register on the grounds of a crime under Article 326 “Extortion of a bribe” of the Criminal Code of the Kyrgyz Republic.

Earlier, the Financial Police reported that the responsible persons of Osh Electro OJSC inflicted damage to the state in the amount of more than $ 353.7 thousand (30 million KGS) in connection with the illegal sale of the administrative building of Energosbyt [department of energy sales] and the adjacent land plot.
