Kyrgyzstan: capital officials embezzled over $ 62,000

The Prosecutor’s Office of Oktyabrsky district of Bishkek revealed the fact of misappropriation of more than $ 62,000 (5.25 million KGS) by officials of the municipal enterprise “Passenger Motor Transport Enterprise of Bishkek”.

The investigation was able to establish that the officials of the municipal enterprise, having entered into a criminal conspiracy, were engaged in falsification of financial and accounting documents.

In addition, it was established that the officials of the ME “Passenger Motor Transport Enterprise of Bishkek” concluded a deliberately unprofitable contract for the supply of spare parts for the repair of the company’s buses.

It is clarified that officials of the enterprise announced a tender for the purchase of spare parts. Contrary to the requirements of the Law of the Kyrgyz Republic “On public procurement”, according to which the company that offered the lowest price should win the tender, another company was preferred. As a result, the cost of the application amounted to $ 86.4 thousand (7.3 million KGS), which is $ 15.4 thousand (1.3 million KGS) more than the other participant of the competition proposed. Thus, the state suffered damage on an especially large scale.

Both facts are registered by the Prosecutor’s Office in the Unified Register of misdemeanors and crimes on the grounds of crimes under article 205 part 2 “Appropriation or waste of entrusted property” and article 322 part 2 “Conclusion of a deliberately unprofitable contract”. Pre-trial proceedings are ongoing.
