Kyrgyzstan: only one third of planned prisoners was included in the amnesty

More than 6 months have passed since the entry into force of the Law “On amnesty in honor of the 75th anniversary of Victory in the Great Patriotic War of 1941-1945 and the 10th anniversary of the people’s April revolution in 2010”. The Coalition against Torture sent a request to the State Penitentiary Service with a request to provide information on the results of the amnesty.

According to the response, the amnesty was applied to 959 prisoners:

– under article 1 – 65 people were exempted from criminal punishment in the form of imprisonment;

– under article 2 – 13 convicts escaped and voluntarily appeared at the places of serving their sentences;

– under article 3 – the unserved terms of imprisonment for 881 convicts were reduced.

After the reduction of unserved terms of punishment, according to the Law of the Kyrgyz Republic “On amnesty”, 137 materials were sent to the courts for the application of parole, 56 people were released.

Let us remind you that when adopting this draft law “On amnesty”, the Parliament mentioned that the amnesty would be applied to more than 3,000 prisoners. Also, when writing the draft law, the State Penitentiary Service indicated the same number in the justification reference.

“As a result, none of the goals of the amnesty has been achieved. The costs of writing the bill and its implementation are greater than the state could save on conducting a broader and more effective amnesty,” the Coalition against Torture emphasizes.
