Kazakhstan: former vice-mayor will stand trial on charges of bribery

The Anti-Corruption Agency of Kazakhstan has completed a criminal investigation into the former vice-mayor of Atyrau region Nurlan Taubaev, suspected of taking a large bribe. The case materials were submitted to the court.

Nurlan Taubaev was detained on September 10 by the officers of the Anti-Corruption Agency. The head of the Regional Construction Department Timur Basarov was detained together with him. Both were charged with taking a bribe on an especially large scale – $ 423,000.

Subsequently, the vice-mayor, while under arrest, with the help of his lawyer Igor Vranchev, published a post on social networks in which he declared his innocence and called what was happening a “monstrous provocation”.

“I will do my best, firstly, to prove my innocence, and secondly, to achieve fair punishment for the people who have organized this. I will reach out to the President,” Taubaev said then.

On October 22, it became known that the official had submitted his resignation letter.

“I made the decision and on October 22 I applied to the mayor of Atyrau region to dismiss me from my post as first deputy mayor of Atyrau region. This decision is not connected with any confession of guilt on my part in the criminal case under investigation. I intend to prove my innocence, since I have not done anything that I am accused of. This decision is dictated just by the fact that while the investigation is underway, I cannot hold such a responsible position,” Taubaev noted.

“The investigation of the criminal case against the first deputy mayor of Atyrau region Nurlan Taubaev and the head of the Regional Construction Department Timur Basarov has been completed. Both are suspected of accepting a bribe by a group of persons by prior conspiracy on an especially large scale in the amount of over $ 430,000 for assisting in the signing of the act of acceptance into operation of the facility of a new hospital complex for 200 beds in the city of Kulsary in Atyrau region and general patronage. On December 3, the criminal case was transferred to the specialized interdistrict criminal court of Atyrau region,” the Anti-Corruption Agency reported.

According to the Criminal Code of Kazakhstan, this crime is punishable by a fine of seventy times the amount of a bribe or imprisonment for a term of seven to twelve years, with confiscation of property, with life deprivation of the right to hold certain positions or engage in certain activities.
