Kyrgyzstan: patients with mental disorder were not taken for a walk during a year

In Jalal-Abad, the patients of the regional mental health center were not taken for a walk for a whole year. Regional representative of the National Center for the Prevention of Torture Alisher Ermatov told ACCA about this.

“We received information that the patients of the regional mental health center were not taken out for a walk for a whole year. We conducted our own check, and it confirmed the violations. According to the register, the last walk, when the male patients were taken out, was on December 19, 2019. As for the women’s department, there are no data in the register at all,” Ermatov said.

According to him, these facts were also confirmed by video surveillance cameras.

“They show that the walk was organized only for the patients of the narcological department. This is a serious violation of the law, which stipulates that patients must go for a walk twice a day. On this fact, we wrote a complaint to the Regional Prosecutor’s Office. We are waiting for their answer. We will make a decision based on it,” he added.

In the regional mental health center of Jalal-Abad, there were other violations. For example, expired drugs were found in the men’s department.

“In March this year, there was a suicide attempt in the women’s department of this center. The woman stabbed herself six times in the stomach. This fact was hidden. We applied to the Regional Prosecutor’s Office concerning this case, and as a result, it was transferred to the investigation department of Jalal-Abad. Today I learned that they refused to open a criminal case due to the lack of corpus delicti. We disagree with this. After all, there should not have been any piercing things in the department. We will appeal this decision,” the expert concluded.
