Kyrgyzstan: temporary detention facilities are overcrowded

Employees of the Ombudsman Institute of Kyrgyzstan took part in a working meeting, which was held at the initiative of the State Service for the Execution of Punishments with the participation of representatives of the Ministry of Internal Affairs and the public fund “Lawyers for human rights”.

During the meeting, the results of monitoring of temporary detention centers in Bishkek were presented.

In particular, it was noted that during the monitoring of the temporary detention center of the Main Department of Internal Affairs of the capital, there were 100 people (where the celling is 60 people).

“The pre-trial detention cells in all district police stations of Bishkek were also full. The infrastructure of the temporary detention facilities is not designed for keeping people there for more than 48 hours until a measure of restraint is chosen by the court,” the report states.

It is noted that the overcrowding of the cells in the temporary detention center of the Main Department of Internal Affairs arose as a result of the tightening of measures by the pre-trial detention center-1 during the transfer of persons who received a preventive measure in the form of detention.

“In the pre-trial detention center-1, a medical examination is carried out, including an X-ray of the lungs, and if signs of pneumonia are found, they are sent back to the temporary detention center,” the human rights activists specified.
