According to official statistics, there are no cases of coronavirus among the detainees in temporary detention facilities. However, monitoring of the institution of Ombudsman showed that the information of the Main Department of Internal Affairs is unreliable. This is stated in the report of human rights defenders.
So, for the period from April to November of this year, there were no cases of infection of COVID-19 among suspects and defendants in the temporary detention facility according to the documents.
“At the same time, at the moment of visiting the capital’s isolation wards of the Main Department of Internal Affairs, the employees of the Ombudsman Institute revealed 4 cases of pneumonia, 2 of them with symptoms of respiratory failure, 1 person was in serious condition,” the Institute informed.
As noted in the report, no epidemiological investigation has been carried out on these cases.
“In total, among those detained recently in the temporary detention center, 22 people were identified with a diagnosis of pneumonia. Complicating the situation is the fact that there was no training for paramedics on how to prevent coronavirus infection. In other words, they are not familiar with the etiology of the disease, diagnosis and clinical signs of the development of COVID-19, and most importantly with the algorithms of action when identifying a patient,” the Ombudsman Institute emphasizes.
For its part, the administration of one of the inspected isolation wards reported that the pre-trial detention center-1, prior to admitting the detainees, conducts a medical examination, including a chest X-ray. If signs of pneumonia are found, they send them back to the isolation ward. Such measures are coercive, and are used in order to prevent an episode of coronavirus infection in the institutions of the State Penitentiary Service.
In order to strengthen interaction between state bodies and join efforts in the fight against coronavirus infection, as well as protect the rights of persons held in closed institutions, it was decided to urgently develop and agree on a joint action plan with the medical services of the Ministry of Internal Affairs, the State Penitentiary Service and the Ministry of Health of the republic.
