It is planned to supplement the Criminal Code of Uzbekistan with an article on illegal enrichment of officials, as well as on bribery of foreign officials and representatives of international organizations. The amendment of the laws was initiated by the Anti-Corruption Agency.
The department presented the draft laws “On the Anti-Corruption Agency of the Republic of Uzbekistan”, “On the declaration of income, property and conflict of interests of civil servants” and “On anti-corruption expertise of regulatory legal acts and their projects”. The document also provides for the development of a draft regulatory document for anonymous reports of corruption cases and their consideration.
It is provided for forming an open database to ensure transparency in the use of loans and financial assistance provided by international organizations.
For the present, the country only intends to debug the system of declaring the income of civil servants. It will be introduced within five years. Director of the Agency Akmal Burkhanov stated this in October at the press conference.
The first stage of the process will begin on January 1, 2021. According to the head of the department, the corresponding bill will be published for public discussion in the near future. He emphasized that “the goal is sooner or later to achieve that the income, expenses and property of all civil servants, who receive salaries from the budget, are declared”.
Earlier, ACCA wrote about the legislative initiative of the Civil Service Development Agency under the President, which, in fact, would not eradicate corruption in the bureaucratic class of the country and would unlikely increase the level of public administration. This conclusion can be drawn from the results of another press conference at the Ministry of Justice on the draft law “On the State Civil Service”.
