In Atyrau region, a corruption scandal flares up with the participation of the deputy mayor of the region, Nurlan Taubaev. The official, suspected of receiving a bribe and currently being in the pre-trial detention center, resigned of his own free will.
Nurlan Taubaev was detained on September 10 by employees of the Anti-Corruption Agency. Together with him, the head of the Regional Department of construction Timur Basarov was detained. Both were charged with taking a bribe on an especially large scale – $ 423 thousand.
On September 22, the lawyer Igor Vrachnev, representing the interests of the detained vice mayor, wrote a post on Facebook, in which he presented his client’s explanations about what had happened and his appeal to the residents of the region. According to Taubaev, on the day of his arrest, the employees of the Anti-Corruption Department did not bring any charges against him, but insistently demanded him “to tell everything himself”.
“The next day after lunch, I was finally shown the investigator’s order “concerning commission of crime in the form of attempted bribe-taking”. Naturally, the investigator did not answer the question of my lawyer about when the attempt to receive a bribe was made and in what amount. Then I was again sent to the detention center,” Taubaev said.
In his confession, transmitted through his lawyer, the vice mayor noted that he was not ashamed of his work as deputy mayor of the region and in the civil service in general. He also listed in detail all his services to the inhabitants of the region:
“In conclusion of my monologue, I want to inform you, dear residents, that I know who is behind this monstrous provocation. I will do my best to prove my innocence, and to achieve fair punishment for people who have organized it. I will come to the President,” Taubaev promised.
And today, on the page of Igor Vrachnev, there is a new appeal from Taubaev. In it, the vice mayor reports that he has filed a letter of resignation.
“I made a decision and on October 22 I applied to the mayor of Atyrau region to dismiss me from the post of first deputy mayor of Atyrau region. This decision is not connected with any confession of guilt on my part in the criminal case under investigation. I intend to prove my innocence, since I have not done anything that I am accused of. This decision was dictated solely by the fact that while the investigation is underway, I cannot hold such a responsible position.
The first deputy mayor of Atyrau region has been entrusted with a responsible part of the work. Elections are coming to Parliament and local electoral bodies. In this regard, I do not want to confuse my colleagues and the mayor of Atyrau region. In this regard, and only for this reason, I have made this decision,” Taubaev explained.
It’s worth noting that according to the Committee of Legal Statistics and Special Accounts of the Prosecutor General’s Office, during 10 months of this year, 691 people committed corruption offenses, 357 of them are civil servants. Moreover, 194 of them were caught taking bribes.
