On October 16, the Ministry of Information and Social Development of Kazakhstan posted a survey on the Open Dialogue portal, the purpose of which is to determine the legal status of bloggers. The population survey will end on November 15.
According to the responses available to date, over 80% of respondents believe that blogging should be considered a profession because bloggers make money from it. 60% of respondents believe that blogging requires special skills and education. With regard to equating bloggers with the media, opinions are equally divided: 50% of those surveyed are in favor of this, the other 50% are against it, since “bloggers lack media literacy”.
It also turned out that no one trusts bloggers entirely. At the same time, 70% of respondents consider bloggers to be entrepreneurs. 100% know that bloggers receive income from advertising and use barter, but only 70% of those surveyed believe that bloggers should pay taxes, and 50% believe that bloggers should be registered with an authorized body. As for public opinion, 80% of respondents do not doubt that bloggers have influence on it, another 60% believe that bloggers are obliged to inform the audience about the nature of the content.
It should also be added that in addition to the survey, the Ministry of Information and Social Development is planning to hold an Internet conference on a similar topic.
“During this Internet conference, it is planned to answer questions, as well as consider proposals related to determining the legal status of bloggers,” the announcement informs.
It will be recalled that in the current legislation of Kazakhstan, blog platforms are equated with mass media. However, the legal status of the bloggers is not defined in any way.
