Uzbekistan: DNA will be used to detect crimes

The Ministry of Internal Affairs has secured the right to use genomic information to detect crimes. The deputies of the Oliy Majlis [the Parliament in Uzbekistan] adopted in the second reading the bill “On state registration of the genome” developed by the department.

The report of the Legislative Chamber says that “DNA data will be used in the investigation of crimes and unsolved cases, in the search for missing citizens of Uzbekistan, foreigners and stateless persons, when identifying unidentified corpses and in identifying relatives”.

According to the drafters of the bill and the deputies, the use of databases of genomic information will serve to disclose complex, especially grave and unsolved crimes. The creation of a database of genomic information will facilitate the finding of missing persons.

The legislative initiative of the deputies immediately raised questions about the observance of the confidentiality of personal data and the use of a crime detection mechanism to suppress civil activity.

Azamat Shamuzafarov was the first in the blogosphere of Uzbekistan to draw attention to this, saying that the government was not ready to protect his data. “I am sure that working with DNA will increase the crime detection rate,” the blogger noted. “But, I am also sure that this base can not only be stolen or sold easily, it will be used not just against criminals, but for the sake of retaining power and controlling those who disagree.”

The law will no doubt be signed by the President, and then the era of the Chinese vision of technology will begin in the country. In China, the system of digital control over the Uighurs, who have resisted assimilation for several decades, has been brought to perfection, and now the DNA of all representatives of the people is processed by artificial intelligence: one person’s genome can be used to find all his close relatives.

Therefore, any actions that darken the Uzbek-Chinese relations are blocked. In gratitude to the Uzbek side, the Chinese government is funding numerous symposia with the desired topic and the travel of Uzbek journalists to the Celestial Empire, which provide the necessary content. One of the examples is the publication on prosperity in the Xinjiang Uygur Autonomous Region with the necessary clarification – “The reforms also provide for the re-education of the indigenous population – Uyghurs”.
