Uzbekistan: civil servants will be obliged to declare their income

The system for declaring the income of civil servants will be introduced within five years. This was stated on October 7 at the press conference by Akmal Burkhanov, the Director of the Anti-Corruption Agency.

The first stage of the process will begin on January 1, 2021. According to the head of the department, the corresponding bill will be published for public discussion in the near future. He emphasized that “the goal is to achieve sooner or later that the income, expenses and property of all civil servants, who receive salaries from the budget, will be declared”.

Earlier, ACCA wrote about the legislative initiative of the Civil Service Development Agency under the President, which, in fact, will not eradicate corruption in the bureaucratic class of the country and is unlikely to increase the level of public administration. This conclusion can be drawn from the results of another press conference at the Ministry of Justice concerning the draft law “On the state civil service”.

Akmal Burkhanov noted the difference between the draft law, where there are no prosecutors, administration officials, deputies, and the draft law “On the declaration of income, property and conflict of interests of civil servants”, in which the declaration of income will cover all civil servants.

The first project is more aimed at regulating relations in the field of civil service, establishing guarantees for fair selection and promotion based on personal and professional merit, regulating procedures for admission, passing and terminating civil service, creating conditions for the growth of professionalism and competence of civil servants. In addition, the document also includes a rule on conflict of interest, declaration of income, property and large expenses among employees of the state civil service.

“We want to make sure that step by step they switch to the declaring system, starting from the head of the country to the head of government, judges, prosecutors, hokims, heads of ministries and departments, heads of departments. Saying “step by step”, I mean from top to bottom, and not vice versa… Why “step by step”? There are various reasons, but the main one is systemacy. There must be the system. Our final goal is that all civil servants will switch to income declarations, and no one will be left on the sidelines. I assure you of this,” the head of the Anti-Corruption Agency said with conviction.

The Anti-Corruption Agency was created in June 2020 and is a specially authorized state body for the development and implementation of state policy in the field of preventing and combating corruption. During its work, it has not yet distinguished by disclosing major facts of corruption.

At the press conference, it was announced that the Agency continues to “study the targeted use of the Anti-Crisis Fund”. To date, more than 50 cases of violations of the law have been identified in the sanitary-epidemiological service, healthcare and other areas.
