Kyrgyzstan: detainees are forced to sleep on benches and on the floor

On September 29 and 30 of this year, employees of the profile department of the Ombudsman’s office carried out unexpected inspections of Lenin, Pervomaisky and Oktyabrsky District Departments of Internal Affairs (DDIA) of Bishkek for the observance of citizens’ rights in these institutions.

During the raid, facts of violation of the conditions of the detainees’ detention were recorded, similar to those previously revealed in the DDIA of Sverdlovsk district of the capital.

“The number of arrested people under investigation, who are in the abovementioned police department, their conditions of detention in the premises for the detainees did not correspond to sanitary standards. In addition, living conditions in these premises do not meet the requirements of hygiene, sanitation and fire safety. There are no sleeping places and bedding (detainees are forced to sleep on benches and on the floor), cutlery and tableware; and food for the arrested people under investigation is not organized,” the Ombudsman said.

Also, in all district departments of internal affairs of Bishkek, facts of illegal presence (for more than 3 hours) of persons under investigation in the police department were revealed.

“This equates to cruel and inhuman treatment. Moreover, the arrest of the detainees has no legal grounds for this. We ask the supervisory authorities to pay special attention to the current situation and to take urgent measures,” the state human rights activist emphasized.

For their part, the officers of the indicated police departments reported that this situation is so due to the fact that the temporary detention center of the Main Department of Internal Affairs of the capital and the investigative isolation ward №1 do not accept those arrested people without having the results of PCR tests for COVID-19.
