Kyrgyzstan: police officers accused of torture escaped punishment

The investigator of the Department of the State Committee for National Security in the Jalal-Abad region issued a resolution to discontinue the criminal case on torture against three operative officers of the Nooken District Internal Affairs Bodies. This was reported by the human rights organization Spravedlivost.

Human rights activists are outraged by this decision. After all, the investigator did not take into account the recorded facts of violence. In the course of the investigation, conclusions of a forensic medical and forensic psychological and psychiatric examination were obtained, confirming that torture was used against a resident of the city of Kochkor-Ata, 36-year-old Almaz Yuldashev.

According to Yuldashev, the police officers, with the words “you will give evidence only on our orders,” beat him on the head, body, and arms. When he complained about the torture, he was beaten again. Besides, psychological pressure was exerted on him.

“We consider the termination of pre-trial proceedings on the use of torture, where there is a conclusion of more than one expert examination, to be illegal and unfounded. Such orders to terminate criminal cases limit access to justice for victims of torture and create conditions for impunity for those who defame the ranks of law enforcement agencies, ”said Sardor Abdukhalilov, a lawyer and attorney for the Jalal-Abad human rights organization Spravedlivost.

Let us remind you that Almaz Yuldashev is accused of involvement in the theft of crude oil from the Kyrgyzneftegaz enterprise; from April 23 to April 26, 2020, he was held in the Nooken District Department of Internal Affairs. He is now under house arrest.
