Uzbekistan: former head of Fergana region becomes deputy prime minister

After the death of Deputy Prime Minister for the Development of Agrarian and Food Spheres Uktam Barnoev, the industry will be supervised by the former khokim of the Fergana region, Shukhrat Ganiev. Now this appointment, in particular, is due to the need for tough management in a difficult period, when the coming cold snap and the lack of pickers in the fields complicate the cotton harvest season.

Ganiev’s predecessor was distinguished by an administrative approach to business. Today, no less tough and at times cruel Ferghana manager gets power, limited only by the will of the president. At the time of this writing, there is no official announcement of the appointment. This became known at a meeting on September 25 in the regional khokimiyat with the participation of Prime Minister Abdulla Aripov.

Shukhrat Ganiev is one of the most loyal officials to the head of state. Earlier, he showed his loyalty to Islam Karimov, and now he has made absolute his devotion to Shavkat Mirziyoyev. For this, the president forgives him everything, although he does not skimp on abuse in case of Ganiev’s mistakes.

At a meeting a year ago, Mirziyoyev spoke very impartially about the regional leaders because of problems with house demolitions. Among them was Ganiev.

“Okay, Ermanov came to the khokimiyat recently, but Ganiev and Ruziev, you are traitors. Can we do great things with you? Never. Because I’m even afraid to delegate you something. You have no knowledge, you have not read books and legal acts signed by the president, ”the president said then. The words were spoken when Mirziyoev already knew about the forthcoming awarding of his comrade-in-arms in three weeks with the Order of Mehnat Shuhrati (Labor Glory).

In 2017, the president highlighted the fact that all khokims are under the president’s protection. The ACCA expert has no doubts: “this explains everything: patronage over bureaucrats-penalties, dubious investment projects in the capital and regions, personnel mess, and awarding orders to odious khokims”.

ACCA has already written how the managerial talent of the head of the Ferghana region is based on connections with the president’s relatives. Peculiarly, he solved the issues of providing heat to the inhabitants of the Kuva region. Shukhrat Ganiev, without explaining the reasons for the lack of gas supply, hoped for the help of the clergy, and added that “today the imams will go to Kuva and give lessons to the population.”

The Commission on Rules and Ethics of the Senate of the Oliy Majlis of Uzbekistan devoted its meeting to Ganiev’s inappropriate behavior. He received a stern warning and was given a three-month probation. Another incriminating audio recording served as the reason for the proceedings. The official threatened that he would “put a handkerchief in the mouth” of officials if he saw women in headscarves and hijabs at their meetings, and people with beards would go to jail.

In 2019, Shukhrat Ganiev became famous for the phrase after reading a post on the social network of an unnamed activist.

“When the officials read the memorial prayer to the blogger who wrote about the protests,” Ganiev said at the time.

The population of the region unambiguously reciprocated the leader, throwing stones at him on August 25 during the unrest in the Sokh region.
