Kyrgyzstan: head of State Committee for National Security named the most corrupt government agencies

In Kyrgyzstan, at a regular meeting of the Security Council, the head of the State Committee for National Security (SCNS) Orozbek Opumbayev reported on the progress in the fight against corruption. According to him, as a result of the work of the department in this direction, more than 500 officials were brought to criminal responsibility for the last year and a half.

The head of the Kyrgyz special services informed that from the beginning of 2018 to the present, according to the materials of the State Committee for National Security, the investigative divisions of law enforcement agencies have initiated 1,017 criminal cases of corruption. In total 529 people were brought to criminal responsibility, 96 were convicted.

According to Orozbek Opumbayev, the contribution of the State Committee for National Security to compensation for damage to the state from corruption crimes amounted to $ 15.5 million (1 billion 230 million soms).

The head of the State Committee for National Security named the most corrupt spheres of government:

– state procurements;

– judicial, supervisory, and law enforcement agencies;

– bodies that have fiscal functions and carry out permitting and licensing activities;

– management of state property and municipal property.

Opumbayev said that the public procurement sector is prone to corruption, associated with causing significant damage to the state through the acquisition of inventory items, works, and services of inadequate quality through affiliates.

As an example, the chairman of the State Committee for National Security cited a criminal case on the fact of corruption in the state enterprise Kyrgyz Temir Zholu when conducting state purchases of inventory items from affiliated companies that provided a kickback of up to 15%.

Besides, he recalled the red-handed arrest of the Deputy Minister of Transport and Roads while receiving a bribe of $ 50 thousand. The official extorted $ 520 thousand for winning the tender.

According to Orozbek Opumbayev, in judicial, supervisory, and law enforcement agencies, the greatest manifestations of corruption are associated with the adoption of various procedural decisions by responsible officials in the interests of individuals and legal entities, for material reward.

There are several high-profile criminal cases on these facts. This is how the case was opened against one of the judges of the Oktyabrsky District Court of Bishkek. He illegally destroyed administrative materials and embezzled funds allocated for paying fines.

When receiving a bribe were detained: a judge of the city of Kara-Kul of the Jalal-Abad region, the chairman of the Kara-Suu district court, the head of the department of the General Prosecutor’s Office (he received a bribe of $ 200 thousand), as well as the head of the department for investigating especially important cases of the Investigative Service of the Ministry of Internal Affairs.

The Chairman of the SCNS also recalled that a criminal case was recently opened against the head of the Bishkek city department of the Ministry of Internal Affairs’ Drug Trafficking Service, who, abusing his official position, illegally seized material evidence (gold) during a search.

Opumbayev noted that 32 employees of the judicial system, including 20 judges, as well as 215 employees of law enforcement, fiscal bodies, and the prosecutor’s office were prosecuted.

Bodies with fiscal functions and carrying out permitting and licensing activities are also exposed to corruption risks associated with inspections of business entities for compliance with the law, as well as with the issuance of permits and licenses.

As examples of corruption in these state bodies, the following criminal cases were noted: on the fact of illegal return of value-added tax for over $ 8.8 million (700 million soms), as well as against employees of the Agency for Automobile, Water Transport, and Weight and Dimension Control, who created a scheme for extortion and receiving bribes for concealing violations of the rules for the transportation of goods, with damage of $ 16.45 million (1 billion 300 million soms).

In the field of state property and municipal property management, the analysis revealed the main manifestations of corruption associated with ineffective management of state assets, such as land resources and real estate.

The Chairman of the State Committee for National Security gave examples of criminal cases initiated in the following areas:

– in relation to the ex-mayor of Bishkek and heads of structural divisions of the mayor’s office on the fact of corruption in the allocation of land plots for lease for the construction of residential buildings and infrastructure facilities in the capital of the Kyrgyz Republic;

– in relation to the director of the State Agency for Environmental Protection and Forestry on the fact of receiving a bribe in the amount of $ 5 thousand for the illegal provision of land plots.

As a result of the work carried out by the State Committee for National Security to identify and suppress corruption in state bodies, special attention is paid to preventing corruption schemes at the management level, within which 26 heads of state bodies, 2 former mayors of Bishkek (Kubanychbek Kulmatov and Albek Ibraimov) were brought to justice, as well as 60 heads of local government bodies and territorial subdivisions of state bodies.
