Kazakhstan: two colonies will be liquidated in the country by the end of the year

The Committee of the Penitentiary System of Kazakhstan intends to close two colonies of medium security by the end of 2020. According to the ministry, UK-161/4 in Kushmurun of the Kostanay region and OV-156/17 in the village of Shuak in the East Kazakhstan region are subject to liquidation.

According to the acting chairman of the Committee on the Penal Correction System (CPCS) Eskali Salamatov, the number of prisoners in the country is steadily decreasing, so the Committee regularly works to gradually close the oldest, architecturally and technically obsolete colonies.

“Four institutions were liquidated last year. Optimization is also focused on institutions located far from regional centers since it is in them that the problems with the employment of convicts and the selection of employees are most difficult to solve. The funds saved are used for the material and technical strengthening of other penitentiary institutions, ”Salamatov explained.

At the same time, he noted that prisoners serving sentences in the closing colonies will be redistributed to other correctional institutions of the country, which have better living conditions.

“Per the requirements of the law, the administration of the institution will promptly notify closest relatives or legal representatives, at the choice of the convicted person, about the arrival of a convict to the place of serving his sentence,” the CPCS explained.

As for the employees of the liquidated colonies, they will also be assigned to other institutions to continue serving.

It should be noted that the department of KUIS in the Kostanay region has already announced where the prisoners from the Kushmurun colony will go to serve their sentences. Thus, some of them – residents of the Kostanay region – will be redirected to KA-168/2 in Aktobe and the EC-164/3 facility in Petropavlovsk.
