Kyrgyzstan: a criminal case was launched against the mass beating of prisoners

On the fact of beating 18 prisoners in the Suzak temporary detention facility, a criminal case was initiated against the staff of the facility, case officers, and the district police officer. Regional representative of the National Center for the Prevention of Torture in Jalal-Abad Oblast Alisher Ermatov told ACCA about this.

According to the regional representative of the National Center for the Prevention of Torture, on the fact of the beating of the prisoners of the Suzak temporary detention facility, the Center appealed to the prosecutor’s office.

“In our appeal, we wrote that measures should be taken against those guilty under the Ill-treatment and Torture articles. From the response of the prosecutor’s office, a letter came just yesterday, and it is known that a criminal case has been initiated against a group of people at our request. However, I do not yet have information under which article, ”says Ermatov.

As per the Jalal-Abad human rights organization Spravedlivost, according to the response from the prosecutor’s office, the case of the beating of prisoners was transferred to the State Committee for National Security.

“Earlier, the Suzak District Prosecutor’s Office responded to our request that the collected materials are registered in the Unified Register of Misdemeanors and Crimes on the grounds of Article 321 “Abuse of Authority” of the Criminal Code of the Kyrgyz Republic,” the Justice organization reports.

Recall that on June 27, 2020, an inspection was carried out in the temporary detention facility of the Suzak District Department of Internal Affairs with the involvement of special forces soldiers. According to the detainees, the search was accompanied by severe beatings and psychological pressure from the side of law enforcement officers.
