During the escalation of quarantine measures, officers of the Ministry of Internal Affairs beat employees of courts of two regions.
The first incident occurred on the morning of July 10 at the checkpoint at the entrance to the Jarkurgan district of the Surkhandarya region. Traffic police officers stopped the official car of the district court workers. At that moment, there was a working group headed by the head of the district, the prosecutor and the head of the police department. They were the ones who stood up against the unhindered passage of the judges.
The traffic police officer dragged out the driver of the district court by applying force and then took him to the district police department. It turned out that, during the arrest, the deputy head of the police department insulted and strangled him, and then imprisoned him for several hours. In the forensic report, bruises and scratches were recorded.
It is unknown why local prosecutors ignored the violence. A special republican commission has determined a list of service vehicles, for the movement of which, no special permission is required. The list logically includes representatives of the judicial system. The Prosecutor General’s Office intends to find out the reasons for this discrediting.
According to blogger Zafarbek Solijonov, as a result of the scuffle on June 13, the judge of the Syrdarya Regional Criminal Court got a concussion. He was indignant at being in a traffic jam at the entrance to the city of Gulistan for an hour and a half. The response from law enforcement and, presumably, National Guard officials was very fast. Ignoring the status, the judge was dragged out of the car and then beaten.
“Some witnesses say the police officers did not initially know that it was a judge. He was wearing civilian clothes. He was asked to let the ambulance pass, but the judge did not pay much attention to this. This led to a quarrel. Only after the quarrel did the employees find out that it was a judge,” Zafarbek claims.
Other eyewitnesses also turned to him. They said the police officers knew that he was a judge and deliberately beat him. Some witnesses filmed the incident in which there was no ambulance.
The rights of a judge are protected by Article 70 of the Law on Courts. The immunity of a judge extends to a dwelling, office space, transport, and communication means used by him, and things and documents belonging to him.
The Ministry of Internal Affairs reacted to the aggressive behavior of its employees with a short message: “The incident is being investigated by the prosecutor’s office, after which a legal assessment of the actions of the participants will be carried out.”
According to the ACCA expert, “by imitation of decisive actions and ostentatious brutality, the Interior Ministry officers cover up their inefficiency in the fight against COVID-19. They zealously took bicycles from residents, fined for the absence of masks, but could not prevent mass infection in crowded places and transport, often ignoring security measures themselves. Incompetency starting from an ordinary official to a minister has long assumed a massive character, and nothing can be done about it. Scandals related to pathological aggression follow one after the other, and now the servants of the Uzbek Themis are being affected as well. “
