Kazakhstan: quarantine restrictions are grossly violated in prisons

Well-known Kazakhstani human rights activist Yelena Semenova published facts of violation of the quarantine regime by employees of the country’s penal system. Prisoners from the LA-155/8 facility located in the village of Zarechny in the Almaty region, asked her for help. In the message, the convicts stated that “the guards do not care about the masks and the safety of their wards.”

Attached to the appeal are two videos showing how the warden records the convicts on a mobile phone:

“Kazakhstan is in first place in terms of pneumonia and coronavirus epidemics. There are 800 people in this institution. Here they are recorded. People have fever, people have pressure, people feel bad, but they stand here in this heat for an hour. Here, look, a satisfied employee is filming violators. He absolutely knows neither the Constitution, nor the laws, nor the Penal Code. The employees of the institution violate all sanitary regulations. They walk around the institution and take pictures of patients who are not given medications in the medical unit and are not examined. And they just walk around documenting violations. Accordingly, after all these violations, the administration calls the prisoners and tries to extort money from them using various methods. Here is the overseer, look he captures on video the HIV infected, sick, and lame prisoners. Although they themselves violate the law, by walking around without masks for 3 months already, ”the prisoner says behind the scenes.

The letter from the relatives of the convicts, which is attached to the appeal, it says that more than 100 HIV-infected people and about 150 convicts who have had tuberculosis are serving their sentences in that institution.

“God forbid, tomorrow pneumonia or COVID-19 gets into the institution! The first wave will touch them. But the Administration, of course, doesn’t care. Сonvicted person for them is only an element of the system, like mattresses. For 5 months (due to quarantine – ACCA) convicts don’t have the opportunity to see their wives, mothers, children. But at the same time employees can break the mask regime and all sanitary regulations every day. Why can’t we, relatives, take certificates (COVID-19 negative) and also go inside the institution, ”write relatives and friends of the prisoners.
