Kazakhstan: a corrupt official jumped into the river during detention

The Kazakhstan Anti-Corruption Agency has revealed another batch of corrupt officials in government agencies. Some of the bribe-takers tried to escape.

In such a way, the head of the apparatus of the mayor of Tekeli, Bakhodir Norkulov, suspected of receiving a bribe of $ 3.7 thousand from the director of the public association Society of the Disabled, tried to escape from corruption fighters during his detention. Putting his life in danger, he jumped into the river with the bribe he received. It should be noted that in that area mountain rivers have a very strong current flow. The official was almost taken away, but the Anti-Corruption Agency employees were still able to detain him. But the evidence – part of the bribe received – was carried away by water. Nevertheless, the official admitted his guilt and concluded a procedural agreement. Most likely, he will get off with a fine.

There are other interesting facts in this story. The official page of the mayor of the city of Tekeli, Bakhtiyar Unerbaev, says that from 2003 to 2014 he worked in the Office of the President of Kazakhstan, in the apparatus of the Supreme Court, and was also the head of the department for international relations including cooperation with the Committee on Defense and Security of the Senate of the Parliament. In 2014 he was appointed deputy mayor of the Almaty region, and in November 2016 he became mayor of the city of Tekeli. However, it is not specified what exactly he did in the apparatus of the Supreme Court. From 2006 to 2009, Mr. Unerbaev was the Administrator of the courts of the city of Almaty of the Judicial Administration Committee under the Supreme Court of the Republic of Kazakhstan.

A lover of jumping into the river Bakhodir Norkulov in those same years worked as the chief specialist of the Department of Infrastructure Support and Development of the Administration of courts of the Almaty Region. When Unerbaev became mayor of the city, Norkulov was appointed to the post of head of the department of passenger transport and roads of Tekeli. And then he rose to the post of head of the apparatus of the сity mayor’s office. Now, according to Kazakhstani legislation, an official whose subordinate was convicted of a corruption offense must resign after a court decision is passed on the convicted.

But Kazakhstani officials found a way out of this situation: many of them terminate their fined subordinates retroactively. However, according to our information, Unerbaev will not be able to do this. Since literally immediately after the arrest of Norkulov, the personnel department of the Tekeli City Hall was sealed off.  Meanwhile, the mayor of Kostanay Kairat Akhmetov may lose his assignment. The Anti-Corruption Service launched a pre-trial investigation against one of his deputies and several other officials of the city mayor’s office.

“They are suspected of exceeding official powers, expressed in the illegal change of the purpose of the land for the construction of the store and the issuance of the architectural and planning assignment to it. There is video recording, ”said Kaysar Barzhaksynov, an investigator for critical cases of the first department of the Anti-Corruption Agency.

Officials from Zhezkazgan also fell under the spotlight of anti-corruption fighters. According to the Anti-Corruption Department, officials of the Zhezkazgan city construction department are suspected of embezzlement of more than $ 57 thousand allocated under the Nurly Zher state program. As explained in the agency, officials transferred this money for scarcely backlog work on the construction of engineering and communications infrastructure.

Meanwhile, in the West Kazakhstan region, a pre-trial investigation was launched against employees of one of the governmental agencies suspected of embezzlement of $ 77 thousand by overstating the volume of work that was not actually performed.
