Tajikistan: President was reproached for appointing incompetent personnel

Residents of Rushansky district of Gorno-Badakhshan autonomous oblast extended an appeal to the President, the Parliament, and the Prosecutor general of the country asking them to stop the arbitrary actions by law enforcement agencies. Recall that over the past month, protests against the illegal actions of security officials have been held in this region several times.

“We, the residents of the administrative center of Rushansky district, for a month now, have been under pressure from security forces, specifically Rushansky district department of the State Committee for National Security of the country and have been driven to despair by their illegal actions,” the letter announced. “Recently, employees of this department have unreasonably and defiantly caught young residents of the region and tortured them, catching them in cars, in houses, on the road, and taking them to the police station, where they beat them, motivating their actions with the fight against drug traffickers.”

Residents of Rushansky district believe that in this way the leaders of this structure imitate official zeal, wanting to show the effectiveness of their work to their heads, but lack of skills and incompetence don’t allow them to neatly and honestly fulfill their official duty by legal means.

“The main problem in the district is the appointment of incompetent, unprofessional personnel to government posts,” citizens say. “This prevents the solution of the simplest socio-economic problems, not to mention legal ones. Farrukh Dodhudoev, the chairman of the district, whom you have appointed, is absolutely incompetent and unable to resolve any issues. Due to his lack of will, he often falls under the influence of destructive groups and his relatives, which negatively affects the adoption of reasonable and constructive decisions on emerging issues.”

The letter also notes that all this can lead to further escalation and destabilization of the socio-political situation in the region and may also negatively affect the upcoming presidential election.

“It remains to be guessed who recommends and by what criteria, the personnel are chosen for the position of chairman of the district, who should manage people, the economy and pursue state policy,” citizens ask. “Analyzes show that the appointment of unskilled and incompetent personnel – prosecutors, chairmen and officers of the departments of the State Committee for National Security and the Ministry of Internal Affairs in Rushansky district is the main reason for the backwardness of the district in all parameters, because they always provide false reports and indicators both on the socio-political situation and socio-economic situation of the region.”
