Kyrgyzstan: police officers were convicted of beating a citizen and immediately amnestied

The District court of Aksy sentenced four police officers to five years for beating a young man under the article “Hooliganism” and immediately pardoned “in honor of the 75th anniversary of the Victory and the 10th anniversary of April Revolution”. This was reported by the human rights organization “Justice” in Jalal-Abad.

The District court of Aksy passed a sentence on a resonant case of beating a young man at a petrol station in Kerben. Four men brutally beat 28-year-old Timur, who works as an administrator at the petrol station. According to the victim, the instigator of the beating was a police officer.

“This criminal case lasted more than nine months, although there was quite enough evidence. The cameras recorded a brutal beating. After the relatives of the victim wrote a statement, they were pressured. The offenders came to the hospital to the victim and invited him to talk,” human rights activists recall the details of the case.

According to the mother of the battered guy, the local police leadership was interested in hushing up the whole story, in every possible way shielding their officer. And ordinary policemen tried to give out what happened as a domestic conflict. During the investigation, the operative wasn’t even removed from work.

“According to residents of Kerben, the investigator was previously participated in such beatings. And in 2016, he was involved in a torture case against a 22-year-old resident of the same city. Then, according to the lawyer of the human rights organization “Justice”, Sardor Abdukhalilov, five decisions to refuse to institute criminal proceedings were issued on the torture allegation and all available legal remedies at the national level were exhausted,” the human rights organization “Justice” added.
