Uzbekistan: Ombudsman responded to ACCA’s publication

The Ombudsman intends to monitor the situation in the colony-settlement No.42, where there was an attempt to rape a prisoner. The Ombudsman’s reaction was after the ACCA’s publication.

The sexual aggression of an employee of the Main Directorate for the Execution of Sentences was identified as “a case of degrading treatment”. The press service concluded that he required an objective investigation and holding the perpetrator responsible.

The Ombudsman stated in his message that “during the conversation, convicted S.A. noted the absence of any psychological or physical pressure on her after reporting about unlawful actions against her by a colony officer.”

During the conversation with ACCA’s journalist, the victim’s husband spoke of pressure from the colony’s administration and demanding that his wife’s statement be taken away. “They are trying to find out with whom I’m talking; and they want to record this conversation,” the husband of the victim said.

The Ombudsman intends to monitor the consideration of this case, in connection with that he asks the Prosecutor General of the Republic of Uzbekistan to take control of the official investigation.

Earlier, ACCA wrote about bullying at the colonies and about the attempted rape of the prisoner Stella Aganova, on May 11, by Sayd (his family name is unknown), the employee of the security department of the colony КИН-42 in Tashkent region. Sayd openly said about his lust, threatening to send her to the isolation ward in case of refusal and then she would not see either a pardon or parole.

Through acquaintances, her husband, Alexander Aganov, was able to inform the staff of the department of their own security about the SPS’ lustful officer. The operatives prevented the violence and recorded the details of the attack.
