The mayor of Kyzylorda region, Kuanyshbek Iskakov, was detained on March 27 by employees of the Anti-Corruption Agency.
On March 28, the President of Kazakhstan, Kasym-Zhomart Tokaev, dismissed Iskakov from his post, transferring the reins of government to Gulshara Abdykalikova (she, by the way, became the first woman mayor of the region in the history of Kazakhstan). On March 30, it became known that Iskakov was placed under house arrest. He is suspected of especially large-scale fraud.
“In relation to the specified person, an investigation is underway under subparagraph 2 of part 4 of article 190 of the Criminal Code of the Republic of Kazakhstan. The application of a preventive measure in the form of house arrest in respect of Kuanyshbek Dosmailovich Iskakov was granted. The term of house arrest is two months (from March 26 to May 26, 2020),” the court said.
It should be noted that the Anti-Corruption Agency filed the application to place Iskakov under house arrest.
By the way, together with Iskakov, his deputy (now also former) Marat Delmukhanov was detained. Both officials are suspected of misappropriation of $208 000 allocated from the budget for the restoration of the city of Arys.
Recall, on June 24, 2019 in Arys, or more precisely in a military unit located near the city, a series of explosions occurred in the ammunition depot. As a result, the city was badly damaged, many buildings and houses were almost destroyed. By order of the President Tokaev, more than $145 million was allocated for the restoration of the city. The city was divided into 17 sectors, the restoration of which was entrusted to the regions of Kazakhstan, one sector per region. Kyzylorda oblast was charged to repair 254 houses, 5 social and 10 commercial facilities.

Iskakov was appointed mayor of Kyzylorda region on June 28, 2019. Prior to that, he served as deputy mayor of the region, Krymbek Kusherbaev, who then headed the Administration of the President of Kazakhstan.
