The former head of the Kazakh joint-stock company “Agrarian Credit Corporation”, Narmukhan Sarybaev, was placed in a pre-trial detention center. According to the Anti-Corruption Agency, Sarybaev was enriched at the expense of funds allocated for the implementation of state programs in the agricultural sector.
As the head of the second department of the Anti-Corruption Agency, Sergei Perov, said at a press conference, Sarybaev, being the head of the corporation, instead of using budgetary funds allocated for the implementation of state programs, put this money on deposits in commercial banks.
For example, in 2017-2018, Agrarian Credit Corporation JSC put over $13.9 million on a bank deposit.
“For these actions, on a systematic basis and by several tranches, Sarybaev received a bribe of more than $28 000 from an individual, who acted as an agent of the transaction and received a bank fee of $140 000 for attracting a deposit,” Perov told the details of the case.
In 2019, Sarybaev was appointed to the post of chairman of the board of the company Regional Investment Center “Ontustik”, whose founder is the mayor of Turkestan region. At a new place of work, Sarybaev decided to re-implement the successfully run-in scheme.
“Under a similar scheme, he put $2.5 million on a deposit account in bank of second level; for this, he also received a bribe of about $4000 on a systematic basis,” Perov added.
Now Sarybaev is in a pre-trial detention center in Nur-Sultan. The court sanctioned him with a preventive measure in the form of detention for two months.
It should be noted that Agrarian Credit Corporation JSC is part of the group of companies of the National Management Holding “KazAgro”. The holding’s mission is to implement state policy to stimulate the industrial development of the agro-industrial complex. The holding is overseen by the Ministry of Agriculture of Kazakhstan.
