In Kyrgyzstan, authorities want to prohibit persons with a criminal record working in the civil service

The Prosecutor General’s office proposed toughening the requirements for state and municipal employees. The office has initiated amendments to the law “On State Civil and Municipal Services”.

In particular, it is proposed to introduce norms according to which an official may be dismissed from state or municipal service in connection with the loss of confidence. Such cases include criminal prosecution of an official in respect of which criminal prosecution was terminated for non-rehabilitating grounds, as well as a criminal record. Similar amendments are proposed to be made to the Labor Code.

Also, in accordance with the UN Convention against Corruption, ratified by Kyrgyzstan in 2005, the law “On Combating Corruption” is proposed to include provisions on the annulment of acts adopted by officials in the commission of corruption offenses.

The above proposals were made by the Prosecutor General to the Interdepartmental Working Group.
