In Karaganda region, an investigation is being carried out concerning the fact that eight prisoners of the colony AK-159/20 in the village of Dolinka were infected with HIV.
According to the press service of the Regional Department of the Criminal Executive System (DCES), the police of the city of Shakhtinsk are investigating.
The DCES also noted that five of the eight infected prisoners were released last year. In addition, the Department explained that the colony AK-159/20 is a minimum security institution (colony-settlement), so prisoners have the opportunity to get out of the city, and also have the right to weekly or monthly (depending on conditions of detention) long visits outside the colony. So, prisoners could become infected with HIV outside the colony.
The DUIS conducted an internal investigation and handed over all the collected materials to the police with the aim of initiating a criminal case.
Note that infection of the human immunodeficiency virus (HIV / AIDS) in Kazakhstan is an offense against the individual and is a criminal offense. The punishment under this article provides for imprisonment from 4 to 8 years.
Meanwhile, the AIDS Center of Karaganda suggests that prisoners could have been infected with a single syringe during drug injections. According to the Center’s employees, the fact of HIV infection among 11 convicts was established.
