In Kazakhstan, over 40 facts of torture were recorded since the beginning of the year

Since the beginning of the year, 22 973 criminal offenses have been registered in Kazakhstan. Such data are provided on the portal “Map of criminal offenses” created by the Committee on Legal Statistics and Special Records under the General Prosecutor’s office of the Republic of Kazakhstan.

Theft offenses (13 350 cases) are in the lead of the list. In second place is fraud (2265), in the third – minor larceny (1226), in fourth – hooliganism (1076), in fifth place – the crimes qualified under the article “Bringing to suicide” (972 offenses).

The list also contains crimes qualified under the article “Torture”. Recall that this article is enshrined in the Criminal Code of Kazakhstan under the number 146.

Offenders face a fine of up to 5 thousand monthly estimate indicators (about 36.4 thousand dollars), correctional labor, restriction or imprisonment for up to 5 years, with deprivation of the right to occupy certain positions or engage in certain activities for up to 3 years.

If the torture was committed by a group of persons, either repeatedly or with moderate bodily harm, or against a pregnant woman or minor, the punishment provides for imprisonment of 3 to 7 years with deprivation of the right to hold certain posts or engage in certain activities for a term up to 3 years. The same act, which entailed the infliction of grievous bodily harm or, by negligence, the death of the victim, shall be punishable by imprisonment for a term of 5 to 12 years.

Despite such severe punishment, torture continues in the country. Turkestan and West Kazakhstan oblasts are the leaders in this type of offense, 12 criminal cases under the article “Torture” in each of these regions. In second place is Karaganda region (9 criminal cases), in third place – Kostanay region (6 criminal cases of torture). The capital of Kazakhstan, Nur-Sultan, closes this peculiar rating. In the capital, or rather in the building of the Department of the Interior, three facts of torture were committed.

It is also worth noting that in the other above-mentioned regions, where criminal cases were instituted under this article, offenses were also committed either in police stations or in correctional institutions.
