In Kazakhstan, the head of Pavlodar region is accused of abuse of authority

The mayor of Pavlodar region, Bulat Bakauov, who was detained by employees of the National Security Committee of Kazakhstan, became a defendant in a criminal case on charges of abuse of authority.

According to the press service of the National Security Committee, the investigation is under article 362, part 4, paragraph 3 of the Criminal Code (Exceeding authority or official authority, entailing grave consequences or committed in order to derive benefits and advantages for oneself or other persons or organizations, or infliction of harm to other people or organizations).

“Currently, investigative actions are ongoing. In the interests of the investigation, detailed data are not subject to disclosure at this stage,” the report says.

The punishment under this article provides for imprisonment for a term of five to ten years with confiscation of property, with life deprivation of the right to occupy certain positions or engage in certain activities.

Meanwhile, there is still unconfirmed information, what exactly Bakauov is accused of. According to ACCA sources, together with Bakauov, the former mayor of Bayanaul district, Orazgeldy Kairgeldinov, is also under investigation. Allegedly, these two officials in the period from 2018 to 2019 actively lobbied for the interests of the private company “Sapa +”, which is engaged in the construction and repair of roads in Pavlodar region. Moreover, they acquired a building from this company in order to make it later an airdrome building. The purchase price amounted to about $683.3 thousand. Money was allocated from the budget. This despite the fact that the acquired building, according to experts, could not be used for these purposes, and its cost was obviously overpriced.

Allegedly, this fact served as the basis for initiating a criminal case against the head of the region, the investigation of which is being carried out by an interdepartmental investigative-operational group.

Meanwhile, Orazgeldy Kairgeldinov, as opposed to Bakauov, is at large. Moreover, he doesn’t know that a case has been brought against him. He stated this in an interview with local media.

“I didn’t have any complaints related to the alleged theft of budget funds. If there is any criminal case about thefts, then I don’t know anything about it. Nobody detained me and didn’t bring charges. I declare with all responsibility, what they write about me in the media and social networks is not true,” said Kairgeldinov.
