The court №2 of Baikonyr district of the city of Nur-Sultan found Darkhan Zhaksybekov guilty of committing a corruption offense. He is former deputy director of the republican state-owned enterprise “National testing center” under the Ministry of Education and Science of Kazakhstan.
According to the press service of the Anti-Corruption Agency, Zhaksybekov (pictured right) was suspected of receiving a bribe in the form of a car Toyota Camry worth about $25 000 from the director of ProBusineSS.kz S. Pankeev for lobbying the interests of this company in providing services when conducting Unified National Testing in the regions.
By the court sentence, Zhaksybekov was sentenced to 7 years in prison. In addition, he was deprived of his right to occupy public service posts for life.
Zhaksybekov worked at the National Testing Center since 1998. He began his career with the position of a leading specialist in the scientific and methodological laboratory. He was appointed deputy director in July 2014.
It should be noted that less than a month ago, on November 22, the former director of the same center, Ramazan Alimkulov, was sentenced to 3.5 years in prison by the verdict of the inter-district criminal investigation court of Nur-Sultan. According to investigators, Alimkulov received a bribe of $13 000 for the non-termination of hotel services contracts, the unimpeded signing of acceptance certificates, connivance and general patronage.
The National Testing Center was established in 1992. It is engaged in all types of external exams and monitoring in the education system of Kazakhstan, as well as making a database of test tasks for them.
It should be noted that the official website of the National Testing Center has a section on anti-corruption measures. The section is almost empty; only an appeal to citizens is published on the page:
“If you are faced with corrupt practices (offering any services for a certain fee, providing certain works for sweets, chocolate, cake, etc.), we ask you to immediately inform us by contacting the numbers indicated below. We guarantee you complete confidentiality and anonymity.”
As you can see from the text of the announcement, under the strict anti-corruption ban in the Center are exclusively sweets. The ban, apparently, does not apply to cars and money.
