Employees of the territorial offices of the National Center for the Prevention of Torture in Osh, Batken and Jalal-Abad regions conducted an intermediate preventive visit to the Osh Regional Center for Psychiatry and Narcology. To date, there are 170 patients.
Employees of the National Center checked the conditions of detention in the women’s department and talked with the patients. The visit revealed a number of violations. In particular, they noted the overcrowding of the wards, the lack of hot water, and the low temperature in the shower.
“In the department, designed for 60 beds, there are actually 62 beds. This doesn’t comply with the sanitary rules of square meters per patient,” human rights activists say.
According to them, one of the main problems of the Osh Regional Center for Psychiatry and Narcology is the insufficient number of hospital beds.
“The territory of the hospital allows the construction of another building. The project for its construction is already ready, but there is no funding,” said Abdurakhman Omurzakov, director of the Center.
In addition, since March of this year, there has been a shortage of medicines. Previously, they were imported from Ukraine, now the supply chain is broken. As a result, patients don’t receive full treatment.
Representatives of the National Center for the Prevention of Torture appealed to the government and the Ministry of Public Health with a recommendation to allocate the necessary funding for the construction of an additional building, as well as to purchase the missing medicines in the right amount.
