Kyrgyzstan: Court sent a seriously ill disabled person to a penal colony

In the temporary detention center of Sokoluk district (Chui region), there is a disabled person of the 1st group, convict A.J. It was reported by the National Center for the Prevention of Torture. To date, his health condition is serious, as he has been diagnosed with end-stage renal failure and cirrhosis of the liver (hepatitis B).

This convict receives program hemodialysis 3 times per week for 4 hours, but he needs constant care and diet; supercooling and physical activity are contraindicated. However, despite his condition, the District Court of Sokoluk ruled to cancel his conditional release and sent him to serve his term in a high-security colony.

At present, the convict is being held in a serious condition at the TDF, because pre-trial detention center No.1 refuses to accept A.J. due to the state of his health.

Employees of the NCPT received a statement of ill-treatment from the prisoner. The application and medical certificates were sent to the Prosecutor’s Office.

The National Center calls on the prosecution authorities to ensure the right of every detainee/convict to timely and quality medical care. Seriously ill patients, according to the Decree of the government of the Kyrgyz Republic No.745 dated November 29, 2011, shouldn’t be kept in temporary detention facilities in the absence of necessary medical care.
