In the Iliysky District Court of Almaty region, the trial of the duty assistant to the head of the institution LA-155/4, Talgat Baltamuratov, who is accused of raping the convicted Asel Dzhapanova, is nearing completion.
LA-155/4 is a women’s colony located in Zhaugashty settlement of Almaty region. It’s here that 25-year-old resident of the village of Karakemer (Zhambyl district, Zhambyl region), Asel Dzhapanova, is serving her sentence.
In July 2019, Asel (by the way, a mother of three children) kidnaped a newborn girl from the maternity hospital in order to sell her further. The woman told her customers (a married couple) that the mother had allegedly abandoned the baby. The woman managed to get $2000 from the buyers of the child.
Meanwhile, the girl’s mother, having discovered the loss, contacted the police. The task force was personally headed by the head of the Police Department of Taraz, Colonel Ardak Madimarov. In few hours, with the help of footage from CCTV cameras and testimonies, the criminal was found. The child was returned to the mother. In December 2019, the Specialized Interdistrict Juvenile Court of Zhambyl region sentenced Dzhapanova to 7 years in prison. Asel was transferred to LA-155/4.
In this women’s colony, the on-duty assistant to the head of the institution, 41-year-old Talgat Baltamuratov, looked after the convicted ladies.
In January of this year, the assistant head of the colony, having taken up duty, made his rounds. Asel at that moment was in solitary cell, where, by the way, she asked herself, because, according to her, she was under pressure from the staff of the institution. Taking advantage of the prisoner’s defenselessness, he handcuffed her to the bed and raped her.
Asel didn’t cover up for her offender and wrote a complaint to the head of the colony, Viloriy Kim. According to the victim, a criminal case was initiated against the rapist on suspicion of rape and torture. In early February, Baltamuratov was taken into custody.
Since rape cases are being held behind closed doors, it’s not possible to find out all the details of this state of emergency. However, it’s known that the consideration of the case began on 6 September. Since then, 10 trials have already taken place. According to the Criminal Code of Kazakhstan, the major (if proven guilty) faces imprisonment for a term of 9 to 12 years.
