Kyrgyzstan: The court acquitted the ex-deputy, who was accused of corruption

The Pervomaiskiy District Court of Bishkek found former MP Akhmatbek Keldibekov not guilty of the crimes imputed to him.

According to the prosecutor, Keldibekov, being the Chairman of the State Tax Service, illegally transferred the functions of the tax authorities to a private company. In this connection, 2.3 million KGS were not received by the state budget. He was also accused of illegally establishing a special representation of the Parliament (Jogorku Kenesh) abroad when he was speaker.

As a result, he was charged under three articles of the Criminal Code at once: 30-303 of part 1 “Complicity in corruption”, 304 of part 4 “Abuse of official position”.

In November 2015, the Pervomaiskiy District Court acquitted him on two articles due to the lack of corpus delicti. However, the deputy was found guilty of illegally creating a special representation of the Parliament. For this, he was sentenced to pay a fine of 3 million KGS in favor of the state.

Later, the City Court of Bishkek overturned the decision of the Pervomaiskiy District Court of the capital concerning Business Partner LLC and sentenced Keldibekov to a fine of 10 million KGS, which he paid.

In 2021, the Supreme Court overturned the sentences against Keldibekov and sent them to the Pervomaiskiy District Court for review due to newly discovered circumstances. As a result, on August 18, the Pervomaiskiy Court found the parliamentarian innocent due to the lack of corpus delicti.
