Kyrgyzstan: Detainees in Cholpon-Ata are forced to sleep on the floor

The hotline of the National Center for the Prevention of Torture received information about the beating in the temporary detention center under the Department of Internal Affairs of Issyk-Kul region.

A preventive group of employees of the National Center for Issyk-Kul region, an involved expert, as well as the Ombudsman’s representative for this region immediately went to Cholpon-Ata.

Members of the group interviewed all 11 minors who are kept in the temporary detention center.

As a result, it became known that on the night of September 3-4, at about 23:00, a small fire broke out in the corridor of the TDC. Due to the lack of a ventilation shaft and windows in cell No. 2, it was impossible to breathe already 15 minutes after the start of the fire. According to the suspects, the fire was made by policemen. This issue will be investigated.

In addition, it was found that there is no toilet in the cells; the detainees have to ask permission to go to WC each time, and the guards don’t always allow them. In protest, one of the detainees cut his left hand and asked to call an ambulance.

Employees of the National Center made 2 acts. The first one is about violations that contribute to the use of torture and cruel treatment against those deprived of their liberty. The second is about violation of fire safety rules.

They also state that there are no windows in the cells, that is, natural light, ventilation, washbowl, access to drinking water and beds; so the detainees are forced to sleep on the floor. The acts, as well as the video and photo materials were sent to the Internal Affairs Directorate and the prosecutor of Issyk-Kul region.
