Kyrgyzstan: A man dies in pre-trial detention center-1 in Bishkek for unknown reasons

The man’s brother who died told ACCA that relatives suspect the death was unnatural.

A year and a half ago, I. was released from colony-settlement No. 26. He was released ahead of schedule, so he had to go to colony settlement No. 26 every week and check in. He did just that.

“Later I found out that the employees of this institution extorted money from my brother. He himself had no money, so he gave them what he took from me. He got tired of it and from March of this year he stopped going and checking in, ”says the deceased’s brother.

At that time, Iskander had eight months of the unserved term. Due to the fact that he stopped checking in, they wanted to add another 3 years to his term, allegedly for escaping. When he and his family found out about this, the man came to the investigators himself with a confession.

“There are 900 people in a situation like my brother today,” the relative shares.

The man came to the investigators on August 25. Interestingly, he was taken to the penitentiary service by a certain employee of the authorities named Talant. According to the brother of the deceased, this Talant, before taking Iskander to the investigator, drove him around the city, they ate at a cafe and even drove to the deceased’s house for money for Talant (he asked the mother of the deceased for money to pick up his evacuated car).

“I do not understand what could connect my brother with this Talant. How many detainees are carried around the city like this,” the man is indignant.

As a result, on August 25, a few hours later, Iskander nevertheless got to the investigator. There he learned that he had been sentenced in absentia to 48 hours of imprisonment until the circumstances of the case were clarified. He was placed in quarantine, where all the necessary examinations were carried out.

“My brother was absolutely healthy. He did not complain about his health. An examination made in quarantine also did not reveal any pathologies, ”the brother of the deceased emphasizes.

On August 26, I. was brought to court for the adoption of sanctions against him. The Sverdlovsk District Court chose a measure for him in the form of detention in the pre-trial detention center-1until September 12.

“The term is less than a month. We expected that after that he would be released. Instead, from Saturday to Sunday, he dies in a cell. This was allegedly discovered at 5:25 a.m. when the detainees were being served breakfast. Who is serving breakfast at this time? At 6:20 in the morning, an ambulance arrived at the pre-trial detention center, which stated the onset of death, ”says the man.

The man does not believe in the natural death of his brother. Doubts add and further events. So, relatives learned about the death of a loved one only at 12-00 noon on Sunday. At that time, Iskander’s body had already been taken to the morgue and an initial autopsy was performed.

“We decided to do a second autopsy. So far, the exact cause of death has not been determined. But even an examination showed that there was a bruise on the brother’s collarbones, blood in both ears, and still incomprehensible four injections on the arm: three intravenously and one in the muscle. Doctors still have not informed me that they injected my brother. So we don’t know where these punctures came from,” the man said.

He said that he intends to seek justice and punish those responsible for the death of his brother. He is currently preparing a statement to the Prosecutor General’s Office and the National Center for the Prevention of Torture. Employees of the National Center have already visited the morgue and took photographs for further investigation.

We add that the press service of the penitentiary service commented on the death of the detainee. They reported that on August 28, at about 5:40 am, while distributing breakfast in the cell of the regime building of institution No. 21 (pre-trial detention center-1), cellmates found Iskander in an unconscious state. The paramedic on duty, who was called, gave the man first aid, but this did not give a positive result. At the same time, according to the data, the autopsy showed no injuries on the body of the deceased.
