Kyrgyzstan: detainees in detention center report being tortured by law enforcement officers

A man who is in the Osh institution No. 25 spoke about torture by employees of the Leilek District Department of Internal Affairs of the Batken region. The district attorney’s office will handle the case.

Lawyers of the Osh office of “Bir Duino (United World) Kyrgyzstan” deal with complaints received during the monitoring of closed institutions, which was initiated by the regional office of the National Center for the Prevention of Torture.

One such application was submitted to the National Center by a resident of the Leilek district of the Batken region, who is currently in the Osh institution No. 25 of the penitentiary service. In his statement, he told human rights activists about the use of torture by officers of the Leilek District Department of Internal Affairs.

“The man described in detail that after being detained on the second floor of the district police station, he was severely beaten, demanding confessions to grave crimes. As a result of the beatings, he had bruises and a hematoma on his upper lip, a chipped tooth, a nose injury, and abrasions on his body,” human rights activists say.

The victim accused law enforcement officers of confiscating a car registered in the name of his brother, who is a citizen of the Russian Federation. The victim does not speak Kyrgyz well enough and it is difficult for him to understand legal terms. He turned to human rights activists in the hope of justice.

On this fact, a lawyer provided by the United World human rights organization sent a complaint to the Batken regional prosecutor’s office. There he was informed that the materials of the case had been redirected to the district prosecutor’s office of the Leilek region. The document refers to the need for a thorough examination of the applicant’s arguments.

Let us add that during the monitoring of the Osh Institution No. 25, two more detainees complained about the severe beating by the employees of the Department of the State Committee for National Security in Kyzyl-Kiya, during their transfer to Batken. They were not allowed to sit on seats and were placed on the floor in an uncomfortable position for several hours.

One of the applicants said that he was told by the State Committee for National Security that he would only be able to sit in the seat if he confessed to the crime. They were treated rudely and threatened on the way and during the trial. After such treatment, one victim became seriously ill and is currently in the hospital.
