Kyrgyzstan: detention facility management received $350,000 to release a prisoner due to illness

Officials of detention center 5 in the city of Osh are suspected of extorting $350,000. Despite all the available evidence, they continue to hold their positions. The lawyer of the victim Zhyrgalbek Babaev told about this at a press conference in the press center “24”.

According to the lawyer, the fact of extortion is proved by receipts, money transfers, and audio/video recordings.

The story of extortion of money from Rustam Akhrabaev, according to the lawyer, began in 2018. Then the deputy head of the medical unit of the detention center, Busamara Terekbayeva, offered the man to release him due to illness for money. She even persuaded the relatives of the convict.

“In 2017, my client was transferred to detention center 5. A year later, Terekbaeva offered him to be released for money. As a result, she received $50,000 from Akhrabaev’s relatives for her services, and then another $1,200, and then another $20,000. In total, they received $350,000 from my client,” said Zhyrgalbek Babaev.

The woman does not hide the receipt of the above sums. True, she claims that the first two tranches were intended for the head of the facility, Ilyas Zhumaev.

On this fact, back in 2018, the relatives of the convict applied to the prosecutor’s office of the Jalal-Abad region. A criminal case has been initiated, but it is not moving forward. All employees, except for Busamara Terekbayeva, continue to work.
