The management of the medical and labor dispensary puts up the patients of the institution for sale as a labor force every day. All funds from the sale are taken by the management and the patients work for food.
According to ACCA sources, there are currently about 350 people in Lebap velayat’s Therapeutic-labor dispensary (TLD LB-P/21). The management of this institution gives alcohol-addicted people to local residents to work on the construction of private houses and on fields and farms.
As it turned out, the administration of the TLD specially creates such conditions that the patients are happy to go to work themselves. The fact is that there is practically no food in the institution, and hiring people feed the workers, give them a smoke, and can even give them some clothes.
According to our source, early in the morning buyers come to the TLD by cars and take people to work. Now many are taken to the cotton fields, as the top shoots are being pruned in order for the cotton to ripen faster.
The daily cost of one rented person is 20 manats (about $6 -ACCA) for work in the cotton field, for work at the construction site and the farm, the fee is from 40 manats and more. All the money is taken by the management of the TLD, and the patients work for food. There are no days off and holidays in the medical institution, sometimes people work for several months without days off.
Conditions for alcohol addicts are far from ideal. There are no medications and it is obvious that we are not talking about addiction treatment. There is no bed linen and no special clothing is provided.
The ACCA source also said that those who do not want to go to work are severely beaten in the institution and thus set a bad example for others. Patients are in fact slaves and the property of the TLD management. Overseers go to work with the sick and make sure that no one runs away and works conscientiously.
