The norms prescribed in the new law on the state civil service will affect corruption of the middle and lower levels.
Such a conclusion follows from the list of persons who are not covered by the scope of the introduced legal norms.
“This circumstance immediately discredits the generally correct intention in regulating the relations of the state civil service. 118 thousand people work in this area,” the ACCA expert notes.
In the law, the third chapter clearly defines those to whom the law does not apply: the president, deputies of various levels, employees of parliament apparatuses, members of the Central Election Commission, judges and employees of the judiciary, members of the board of the Central Bank, civil servants from the prosecutor’s office, internal affairs, Defense Affairs, Emergencies, the National Guard, the State Customs Service, the State Security Service and the State Security Service of the President.
The list includes persons who form the backbone of the political system being built by President Mirziyoyev. “Essentially, an impressive group of people in power with very great opportunities have the privilege of not declaring income. The new law secured the creation of a caste of high-ranking officials, secret and overt oligarchs,” the expert is sure.
Publicity of annual declarations is an effective measure against corruption. This is the only way to reveal the illegal income of influential corrupt officials and give it a legal assessment.
“Now carte blanche has been given for the illegal enrichment of people devoted to the president. They were given an indulgence for theft,” the expert notes.
The document comes into force after three months from the date of its official publication.
Back in April, before parliament approved the civil service law, international anti-corruption expert, professor of international studies and philosophy, member of the Public Council of the Anti-Corruption Agency Kodir Guliyev noted that “many new laws and regulations are adopted every year, which may seem impressive but laws are not an automatic response to corrupt practices. Sometimes more laws and regulations are ineffective and can create new opportunities for corruption.”
