Kazakhstan: major general suspected of corruption hangs himself in a pre-trial detention center

The incident occurred in the Almaty pre-trial detention center SI-18. In the early morning, the guard found the arrested Major General of the Police Zhailaubek Khalykuly hanged in his cell. He faced up to 15 years in prison.

Recall, as ACCA has already reported, 58-year-old Khalykuly in 2009-2016 served as head of the departments of internal affairs of Almaty and Akmola regions. He worked in the bodies of the Ministry of Internal Affairs from 1989 to 2016. Retired police officer, retired police major general.

It is known that Zhailaubek Khalykuly previously had the surname Kembaev. In 1994 he graduated from Al-Farabi Kazakh State University. He began his career path in 1989 as an inspector of the traffic police battalion. In 1997 he received the rank of lieutenant. In 2009, he was appointed head of the Almaty Region Police Department. In 2010 he was promoted to major general. That is, he went from lieutenant to major general in 13 years. In 2012, following the results of the certification, he lost his chair. But, despite this, already in 2013 he was appointed to the post of chief of police of the Akmola region, where he worked until 2016, after which he retired. However, being retired, he did not sit idle and was an adviser to the Minister of the Interior.

Khalykuly was detained on the night of May 23-24 on suspicion of taking a bribe on an especially large scale. According to the Anti-Corruption Agency, he was charged with committing a crime under article 366 part 4 (taking a bribe by a law enforcement officer or a person holding a responsible state position in a law enforcement agency, committed by a criminal group, as well as on an especially large scale) of the Criminal Code.

According to our information, the retired general promised his acquaintances to solve a certain issue for a certain remuneration, as a result of which he came to the attention of corruption fighters.

On August 6, it became known that Khalykuly, who was in the pre-trial detention center, had died. A source in the district prosecutor’s office told ACCA that at about 7 am he was found hanged in his cell. The pre-trial detention center staff tried to provide him with first aid, but it was too late. Doctors who arrived on call pronounced him dead. The cause of death was mechanical asphyxia. Service check started. However, according to the preliminary version, Khalykuly committed suicide.

It should be noted that if Khalykuly’s guilt were proven, he would face 10 to 15 years in prison with confiscation of property.
