Kazakhstan: detention center officer convicted of extortion and bribe of $50

In the Aktau city court of the Mangistau region, the career of the head of the regime department of the mixed security institution (pre-trial detention center) GM-172/10 Nurlan Bobeshov ended ingloriously. By a court verdict, he was banned for life from working in law enforcement, judicial, quasi-state bodies, and local governments.

Nurlan Bobeshov ended up in the dock because of greed, and also because he had, albeit small, power over the prisoners.

In August last year, Nurlan Bobeshov was appointed head of the regime department of the pre-trial detention center. A month after his appointment, the name of Nurlan Bobeshov thundered throughout the country. The fact is that in the pre-trial detention center they began to use horses to detect tunnels and prevent convicts from escaping from a guarded facility. The news about this was published not only on the pages of the Kazakh media, but also on foreign Internet portals.

Nurlan Bobeshov proudly told that once every three months the employees of the institution go around the perimeter of the pre-trial detention center with a horse. The animal is guided blindfolded along the control-track strip, the length of which is 500 meters, and the width is three meters. The horse feels where the ground has settled.

“You may not believe in this feature of the horse, but the fact that the animal feels such internal holes in the ground is a fact. No wonder a whole instruction on this type of survey of the territory was created. In my practice, there was a case that dispelled all our doubts. More than 10 years ago, there was a burst in the central heating line on the territory of the pre-trial detention center, pipes were changed. There were holes in the ground. Visually, they were not visible, as the settled soil covered the asphalt. We knew about it. Just at that time we had an inspection with a horse. And the mare at the place of subsidence of the ground just stood up, as if rooted to the spot, and did not move from its place, ”Nurlan Bobeshov shared his secrets with journalists.

However, the glory of the chief was short-lived. In May of this year, a criminal case was opened against Bobeshov at the request of citizen Uteshov, who ended up in a pre-trial detention center on suspicion of raping a minor.

As follows from the court verdict, since Uteshov committed a serious criminal sexual offense, the attitude of the detention center staff towards him was not particularly friendly. Bobeshov, taking advantage of his official position, exerted moral and psychological pressure on him and used torture.

Then he offered Uteshov to alleviate the situation for a monthly fee.

Uteshov agreed to the conditions, but explained that he would not be able to pay the bribe on a monthly basis due to the difficult financial situation. However, he promised to pay more if he was not tortured. After some time, Uteshov contacted his sister and asked to pay money to Bobeshov. She transferred $50 to the account of a friend of the head of the pre-trial detention center.

In June 2022, Bobeshov signed a procedural agreement pleading guilty to accepting a bribe. According to the court verdict, the former head of the pre-trial detention center was sentenced to pay a fine of $1,500, as well as to a life ban on holding positions in the public and quasi-public sectors.
