Kyrgyzstan: after criticism of human rights activists, the authorities began to build a new detention center

The old isolation ward will be demolished and replaced with a new one that meets the standards for keeping suspects.

Employees of the National Center for the Prevention of Torture of Kyrgyzstan made an intermediate visit to the Department of Internal Affairs of the Chon-Alai district of the Osh region.

In December last year, the National Center for the Prevention of Torture revealed gross violations of the suspects’ detention – the walls are covered with cracks, the bathroom is not suitable for use, and there was no shower cubicle.

“The detainees were not able to take a shower for more than 20 days. There is no room for warming up food and no room for storing personal belongings. There were no proper medicines in the universal first-aid kit, expired syringes,” Ulugbek Abdulazimov, a representative of the regional department of the center, said at the time.

As a result, an act was drawn up, which was sent to the relevant authorities.

“After that, the amount was allocated and the construction of a new building began. Now we checked, it turned out that the promenade area and the toilet were demolished in the temporary detention facility, and a foundation pit was dug for a new one, and construction began,” says Abdulazimov.

According to him, there are few arrests in the Chon-Alai region.

“Since the beginning of the year, there have been two arrests. Both are in accidents. When we asked where the detainees would be kept now, the deputy head of the police department said that they would be taken to the nearest police station in the Alai district or immediately to pre-trial detention center No. 5 in the city of Osh,” Abdulazimov added.
