One of the convicts of correctional colony No. 27, who had previously had one lung completely removed by doctors, is not receiving treatment, as there are no prescribed medicines in the institution.
During a visit to correctional colony No. 27, one of the prisoners turned to the employees of the National Center for the Prevention of Torture. He said that on June 9 he was hospitalized in a specialized institution of correctional colony No. 31. But, according to him, he did not receive any examination and treatment there, and on June 14 he was sent back to the 27th colony.
Earlier, in 2021, due to tuberculosis, his right lung was completely removed. The second lung is currently decreasing in volume. According to the conclusion of the consultation of doctors, the diagnosis was made – pleuropneumocirrhosis of the lung.
In this connection, the doctor of correctional colony No. 31 prescribed the necessary medicines, while specifying that there were no such medicines at his disposal and the casualty needed to purchase them at his own expense.
“The National Center calls on Sentence-Implementation Service to ensure the right of every prisoner to timely and quality medical care. If an institution cannot provide the necessary and adequate treatment for seriously ill patients in a penal colony, treatment should be provided in a civil health institution,” the human rights activists say.
Otherwise, the employees of the National Center ask the leadership of the Sentence-Implementation Service to consider the issue of releasing the convict from further serving the sentence due to the severity of the disease. This is provided for by the List of Diseases, approved by the Decree of the Government of Kyrgyzstan dated November 29, 2011.
