Kyrgyzstan: police officers suspected of torture suspended from work

Three employees of the Department of Internal Affairs of the Jalal-Abad region and one employee of the Tokmak city police department, who previously also worked in the Jalal-Abad police department, were temporarily suspended from their positions by a decision of the Jalal-Abad city court. All of them are employees of the Service for Combating Illicit Drug Trafficking.

Policemen are accused of using torture and abuse of office against Abzhal Nurubekov, a 29-year-old resident of the village of Torken, Toktogul district, who was detained on suspicion of selling drugs in April 2019.

The suspect does not admit guilt and says that the evidence was planted on him.

According to investigators, Abzhal Nurubekov was subjected to torture by officers from the Service for Combating Illicit Drug Trafficking: they beat him, kicked him, put a plastic bag over his head, and beat him with rebar. As a result, the man lost consciousness and even urinated.

According to the lawyer of the organization “Justice” Nurislam Rayimzhanov, forensic medical, psychological, and psychiatric examinations were carried out, which confirmed the fact of torture against Nurubekov.

“The removal of police officers from office was due to the initiative of the prosecutor’s office of the city of Jalal-Abad and the intervention of the Ombudsman of the Kyrgyz Republic. Prior to this, policemen worked in the law-enforcement authorities for three years,” the human rights activists say.

A copy of the decision on the temporary suspension of employees was sent to the Ministry of Internal Affairs for execution.
