Kazakhstan: head of correctional colony convicted of bribery

The former head of general regime colony ICH 167/3, located in Shymkent, lieutenant colonel Bakhytzhan Dzhunisbekov was sentenced to 9 years in prison for repeatedly receiving bribes from prisoners serving sentences in this institution by extorting.

The trial in the case of the ex-head of the colony began in April. The investigating authorities accused the lieutenant colonel of promising to help the convicts to lighten the punishment or even to be released on parole for a fee. In total, six episodes that took place in the spring of last year were proven.

So, for example, to prisoner I. Kopylov, Dzhunisbekov promised to replace the unserved part with a milder form of punishment – parole, in accordance with Article 73 of the Criminal Code of the Republic. In return, the head of the colony demanded $800 and threatened that if there was no money, he would spoil the prisoner’s characterization and he would no longer be able to count on parole.

Dzhunisbekov received $950 from convict E. Baratkhan, $1,400 from prisoner N. Suleev, $2,300 from convict B. Primbekov, and $700 from S. Abdrakhman. The largest bribe was received by the lieutenant colonel from prisoner A. Ragozin – $3,100.

In a word, the underground business of the head of the colony flourished. At the same time, it is important to note that those convicts from whom Dzhunisbekov extorted money, in any case, according to the law, should have received a replacement of the unserved part with a milder type of punishment – for various reasons: for exemplary behavior, for repayment of damages, and so on. However, none of them dared to argue with the “owner”, because, as the investigation established, all the victims were made clear: if you object, there can be no talk of any mitigation of punishment. On the contrary, the consequences will be very sad.

In the end, Dzhunisbekov was leaked to the corruption fighters not even by the relatives of the convicts, but by his own subordinates. It was they who signaled to the anti-corruption department about the illegal sources of enrichment of their boss. Upon receipt of marked banknotes from another candidate for parole, the head of the colony was caught red-handed.

At the trial, he denied his guilt, stating that he was a victim of intrigue and setup. However, the court considered his arguments unfounded and sentenced the now-former boss and ex-lieutenant colonel to 9 years in prison to be served in a penal colony with a life ban on working in state and quasi-state structures.
