Kyrgyzstan: Traces of torture were found on the body of a banker who committed suicide in a detention center

Bakyt Asanbaev, the former deputy chairman of Aiyl Bank, hanged himself in the pre-trial detention center of the State Committee for National Security. He was suspected of corruption.

“On June 18, at about 00:55, the detainee committed suicide in the cell of the pre-trial detention center of the State Committee for National Security. He was found hanged in a jail cell. The ambulance team, which arrived at the call, pronounced him dead,” the State Committee reported.

It was specified that Asanbaev was in the sanitary block, where three more accused were with him. They were kept in two cells, two people in each cell. At the same time, the doors in the cells were always open, because the toilets were shared, and the corridor was blocked by a separate bar. During the suicide of Bakyt Asanbaev, the rest of the defendants were praying in another cell.

“During the period of Asanbaev’s stay in the pre-trial detention center of the State Committee for National Security of the Kyrgyz Republic, there were no complaints about the state of his health, no complaints about the conditions of detention, the lawyer freely visited the accused, and he was also granted visits with close relatives,” the State Committee for National Security of the Kyrgyz Republic added.

It’s worth adding that Asanbaev has been kept in the pre-trial detention center of the State Committee for National Security of the Kyrgyz Republic since April 30, 2022. He was detained on the basis of the decision of the Pervomaiskiy District Court of Bishkek on charges of corruption.

Later, the brother of the deceased told the media the results of the autopsy. According to him, it showed fractures of the collarbone and ribs, and there were hematomas and bruises above his elbow.

The two deaths (of political scientist Kazakpaev and the banker) in less than a week in the pre-trial detention center of the State Committee for National Security drew criticism from the public and activists. They demanded a thorough investigation into these facts.

Deputy Dastan Bekeshev, on his Telegram channel, proposed to create an investigative group of employees of the Prosecutor General’s Office.

“After the death of Bakyt Asanbaev in the pre-trial detention center of the State Committee for National Security, it’s necessary to initiate a criminal case and remove from office the head of the pre-trial detention center of the State Committee for National Security and the deputy of the State Committee for National Security, who are entrusted with the functions of supervising the pre-trial detention center,” the people’s representative wrote. “For an objective investigation of a criminal case, an investigative group of employees of the Prosecutor General’s Office should be created. It is time to think about the fate of the pre-trial detention center of the State Committee for National Security. Perhaps it’s better to liquidate it. This is the second death in this pre-trial detention center within one week.”
