Torture against prisoners in colony No.6 (Papskiy district, Namangan region) is a common practice of prison staff. This was confirmed by independent human rights activists in the course of alternative monitoring of the observance of the law in penitentiary institutions.
In most cases, the victims don’t protest, fearing reprisals. The mother of the convicted Ruslan Khamrakulov took the liberty of telling the activists about the bullying.
“He is being beaten by the regime officer Doston, the officer of the criminal investigation department Jamshid, the first deputy of the prison Nodirbek,” Asal Khamrakulova mentions the names of his son’s tormentors.
The scandal began with the fact that Ruslan demanded that the pea jacket be returned to him. Then they bent his arms back and tied him to a metal pipe, beat him non-stop until he lost consciousness. His mother explains that after that, they poured cold water on him and brought him to his senses, demanding that he write an explanatory note that he fell due to negligence and has no claim against anyone. They didn’t like his refusal; he was beaten again and thrown into the isolation ward for a day.
Human rights activist Klara Sakharova notes the fact that jailers don’t value the authority of the country’s leader. Ruslan constantly asks, “What about the law and everything that is published and signed by the President?” To which the executioners replied, “He issues decrees and other things for the free, but we have our own laws here and we don’t obey the laws of the President.”
Human rights activists reported the incident to the Department of Corrections under the Ministry of Internal Affairs and the Ombudsman’s Office. They only promised to contact the Special Prosecutor’s Office and the virtual reception of the President.
On June 1, Asal came for a two-day meeting, where she was convinced that her son had bruises in the pelvis, shins and cheekbones. As Ruslan said, they beat him non-stop until he lost consciousness. During the visit, she had to seek help from the medical staff of the colony, because the prisoner had severe pain, dizziness and vomiting.
Colony staff interpret the internal documents of the system in a peculiar way. Now in the colony No.6, instead of the prescribed 12 kilograms of parcel, only 10 kilograms are allowed. In addition, extra toilet paper and round cakes are taken away. This is also confirmed by Khalida Yuldasheva, the wife of prisoner Shakhzod Yuldashev. She also complains that they shave her husband’s head without special need several times a week.
