Kyrgyzstan: Exposure of corrupt officials in the Ministry of Public Health continues

During the inspection in the Ministry of Public Health, the Prosecutor General’s Office revealed that officials of the Ministry, using their position, caused damage to the state in the amount of $56,720 (4.5 million KGS). The press service of the department writes about this.

Officials of the Ministry of Public Health and the National Hospital, in violation of the law on public procurement, from May 20 to November 19, 2021, contrary to the interests of the state, used their official position to purchase immunosuppressive drugs at an inflated price.

One of the defendants in this criminal case is the Minister of Public Health of the Kyrgyz Republic Alymkadyr Beishenaliev.

Civil servants groundlessly canceled the results of the competition three times. They increased prices for two lots. As a result, the number of purchased drugs in seven lots was reduced.

“Subsequently, in November 2021, they illegally recognized Yu. H. the winner of the competition and entered into a deliberately unprofitable contract for the purchase of medicines for $516,981 (41.1 million KGS). The state suffered damage in the amount of $56,720 (4 million 508.9 thousand KGS),” the Prosecutor General’s Office reports.

Based on these facts, the Prosecutor General’s Office opened a criminal case under the articles “Abuse of official position” and “Conclusion of a deliberately unprofitable contract” of the Criminal Code of Kyrgyzstan. The case is currently under investigation.

It’s also worth noting that in Kyrgyzstan, seven criminal cases were initiated against the Minister of Public Health Alymkadyr Beishenaliev on the fact of corruption, extortion, abuse of office and the conclusion of a deliberately unprofitable contract. He was placed in the pre-trial detention center under the State Committee for National Security for a month. As part of Beishenaliev’s criminal case, ex-Prime Minister Ulukbek Maripov and former Acting Prime Minister Artem Novikov will be interrogated.
